Dr. Carter is an Associate Professor at the Department of Political Science and the Balsillie School of International Affairs Fellow at the University of Waterloo, Canada. Her research has examined environmental policy and politics surrounding oil extraction in Canada’s major oil producing provinces. Her new book, Fossilized: Environmental Policy in Canada’s Petro-Provinces, was awarded the 2021 Donald Smiley Prize for the best book on the study of government and politics in Canada. She is now extending this work in an international comparative project on supply-side climate policy focused on understanding the recent wave of national bans on fossil fuel extraction.
